No, that's just part of the bizarre storyline- I think the cape was some magic portal to wherever the StarGod was or something. David Kraft's stories on Savage She-Hulk were... bizarre, to say the least.

Hellcat used to own the "shadowcloak" of Devil Slayer back in the Original Defenders series.
It would allow it's wearer to access pocket-dimensions (to store weapons) or teleport (thru it's fabric to other places).
But, that was orange.
Uh... aliens planted that useless knowledge in my brain.
I swear.
Aliens.

Seriously? A shadowcloak that was orange?!? Not, say, black or dark grey or something similar?
I assume the colourist liked bright colours.

Hey...it was the '70's.
EVERYTHING was friggin' Orange!
(Or Brown. And all clothing was made of flannel or polyester...or corduroy)
Gah! I hated the 70's.
Only kids who were never alive back then would think it was "fashionable".
So DevilSlayer and Hellcat (who's yellow costume ALWAYS seemed, to me, to be a skanky sweaty gym-suit. You know... with the inner thigh area worn away a little bit) were running around with an ORANGE polyester shadowcloak.
Ugh...1970's fashion, gym clothes and Hellcat's skanky outfit.
I need to go wash those memories from my brain.
